Burmese official downplays cold weather warning

Jan 21, 2009 (DVB)–While meteorologists in India have forecast freezing temperatures in northern India and Burma, a Burmese official has denied that there is anything unusual about the unseasonably cold weather.

Indian newspapers have published advice from the government on how the public should protect themselves against the severe weather conditions.

Tun Lwin, director of Burma’s Department of Meteorology and Hydrology, said the cold spell was not unusual for this time of year.

“It is likely to be cold up until the end of the month but it is a regular cold season. It is not really anything new. There is no record breaking temperature,” Tun Lwin said.

“Temperatures have dropped to freezing point in places like Hakha [the capital of Chin state in western Burma] but that is normal,” he said.

“The temperature is also at about freezing point in places like Shan State [in eastern Burma].”

The Burmese meteorology department has issued daily weather reports since 1988, but it has never issued warnings of predicted heat waves or cold snaps.

Before Cyclone Nargis hit Burma last year, the department dismissed warnings from its Indian counterparts and the American naval typhoon warning centre in Guam and said there would be no unusual conditions.

Cold weather warnings have also been issued in neighbouring Thailand, where the government last week declared emergency zones across much of the north of the country.

အၾကံေပးခ်က္မ်ားကို လိုက္နာရန္ ေခါင္းမာစြာ ျငင္းဆန္ေနသည့္အတြက္ တ႐ုတ္အေနျဖင့္ ေလာေလာဆယ္တြင္ တင္းက်ပ္ေသာ အေနအထားတြင္ ေရာက္ရွိေနေၾကာင္း ႏွစ္ႏိုင္ငံနယ္စပ္ ေရႊလီၿမိဳ႕တြင္ ေနထိုင္ကာ တ႐ုတ္-ျမန္မာ ဆက္ဆံေရးကို ၾကာျမင့္စြာ အကဲခတ္ေလ့လာေနသူ ဦးျမေမာင္က ေျပာဆိုလုိက္ျခင္းျဖစ္သည္။

တ႐ုတ္၏ အၾကံျပဳခ်က္မ်ားတြင္ အတိုက္အခံမ်ားႏွင့္ အားလံုးပါဝင္သည့္ ေတြ႔ဆံုေဆြးေႏြးမႈမ်ား ျပဳလုပ္ရန္ႏွင့္  စစ္အစိုးရက ေမလဆႏၵခံယူပြဲတြင္ အတည္ျပဳၿပီးျဖစ္သည္ဟု ေျပာဆိုေနေသာ ဖြဲ႔စည္းပံုအေျခခံဥပေဒကို ျပန္လည္စဥ္းစားရန္တို႔ အံ့အားသင့္စရာ ေကာင္းေလာက္ေအာင္ ပါဝင္ေနသည္ဟု သူက ေျပာသည္။

ဦးျမေမာင္က “ဒါေပမဲ့ ခက္ေနတာက တ႐ုတ္အတြက္လည္း သူ႔အမ်ဳိးသား အက်ဳိးစီးပြားက ရွိေနေတာ့ စစ္အစိုးရအေပၚ အျပင္းအထန္ ဖိအားေပးဖို႔ဆိုတာ မျဖစ္ႏိုင္ဘူး” ဟု ေျပာသည္။

တ႐ုတ္က ျမန္မာထံမွ လိုခ်င္ေနေသာ စီးပြားေရးလုပ္ငန္းမ်ားတြင္ ျမန္မာႏိုင္ငံအေနာက္ပိုင္း ရခုိင္ျပည္နယ္မွ ယူနန္ျပည္နယ္သို႔ ဓာတ္ေငြ႔ပိုက္လိုင္း သြယ္တန္းေရးႏွင့္ စစ္ေတြဆိပ္ကမ္းကို ပင္လယ္ထြက္ေပါက္အျဖစ္ အသံုးျပဳခြင့္ရေရးတို႔မွာ အေရးပါသည္ဟု သူက ဆိုသည္။

“တ႐ုတ္က စစ္အစိုးရရဲ႕ လမ္းျပေျမပံုကို ေထာက္ခံတယ္လို႔ ထင္စရာရွိတယ္။ ဒါေပမဲ့ သူတို႔အတြက္ ပိုအေရးၾကီးတာက တိုင္းျပည္တြင္းမွာ တစံုတရာ တည္ၿငိမ္မႈရွိေနဖို႔ပဲ” ဟု ဦးျမေမာင္က ေျပာသည္။

စစ္အစိုးရအေပၚ စီးပြားေရး ဒဏ္ခတ္ပိတ္ဆို႔မႈမ်ား ခ်မွတ္သည့္ အေမရိကန္ႏွင့္ ဥေရာပသမဂၢ အဖြဲ႔ဝင္ႏိုင္ငံမ်ား၏ လုပ္ရပ္ကို အျပင္းအထန္ ဆန္႔က်င္ခဲ့ေသာ တ႐ုတ္ႏိုင္ငံအတြက္ ကုလသမဂၢ၏ ၾကံဆခ်က္မ်ားမွာ ျမန္မာ့ႏိုင္ငံေရး အေျဖရွာေရးအတြက္ စံက်ေသာ ေတြးဆခ်က္မ်ားျဖစ္သည္ဟု တ႐ုတ္က ရႈျမင္သည္ဟု သူက ေျပာသည္။

တ႐ုတ္က ဆက္ဆံေရးမူဝါကို ယံုၾကည္ေသာ္လည္း တာဝန္ခံမႈရွိၿပီး အင္အားေကာင္းကာ တည္ၿငိမ္သည့္ အစိုးရတရပ္ ရွိေစလိုသည္ဟုလည္း သူက ဆိုသည္။

လတ္တေလာတြင္ အေမရိကန္ႏွင့္ ဥေရာပသမဂၢက ျမန္မာစစ္အစိုးရအေပၚ စီးပြားေရး ဒဏ္ခတ္ပိတ္ဆို႔မႈမ်ား ခ်မွတ္အေရးယူထားသည္။

ဦးျမေမာင္၏ သံုးသပ္ခ်က္ကို ေထာက္ခံသည့္ လွ်ဳိ႕ဝွက္အစီရင္ခံစာ တေစာင္ကိုလည္း မဇၩိမက ရရွိထားသည္။ ထုိအစီရင္ခံစာအရ ျမန္မာျပည္ဆိုင္ရာ တ႐ုတ္သံအမတ္ၾကီး မစၥတာကၽြမ္းမူ (Juan Mu) က ျမန္မာႏိုင္ငံျခားေရးဝန္ၾကီးႏွင့္ ယမန္ႏွစ္အေစာပိုင္းက ေတြ႔ဆံုရာတြင္ ကုလအထူးသံတမန္ မစၥတာအီဘရာဟင္ ဂမ္ဘာရီႏွင့္ ပူးေပါင္းေဆာင္ရြက္ရန္ႏွင့္ ႏိုင္ငံေရး ျပဳျပင္ေျပာင္းလဲေရး လုပ္ငန္းမ်ားႏွင့္ စပ္လ်ဥ္းသည့္ သူ႔အၾကံျပဳခ်က္မ်ားကို လိုက္နာလုပ္ေဆာင္ပါရန္ ျမန္မာအစိုးရကို တိုက္တြန္းခဲ့သည္ဟု ဆိုသည္။

ျမန္မာႏိုင္ငံျခားေရးဝန္ၾကီး ဦးဉာဏ္ဝင္းႏွင့္ တ႐ုတ္သံအမတ္ၾကီးတို႔၏ ေတြ႔ဆံုပြဲအစည္းအေဝး မွတ္တမ္းတြင္ ေဖာ္ျပထားသည္မွာ မစၥတာဂမ္ဘာရီ၏ ပါဝင္လုပ္ေဆာင္ႏိုင္မႈ အခန္းက႑ကို ပိုမိုျမႇင့္တင္ေပးသည့္အေနႏွင့္ ေဒၚေအာင္ဆန္းစုၾကည္၊ ဆက္ဆံေရးဝန္ၾကီး ဦးေအာင္ၾကည္ႏွင့္ မစၥတာဂမ္ဘာရီတို႔ သံုးပြင့္ဆိုင္ေတြ႔ဆံုခြင့္ေပးရန္ႏွင့္ သူ႔ကို ျမန္မာႏိုင္ငံတြင္းသို႔ အၾကိမ္ၾကိမ္ ဝင္ေရာက္ခြင့္ ဗီဇာေပးရန္၊ ရန္ကုန္ၿမိဳ႕တြင္ ဆက္သြယ္ေရး႐ံုး ဖြင့္လွစ္ခြင့္ေပးရန္တုိ႔ကို ဦးဉာဏ္ဝင္းအား တ႐ုတ္သံအမတ္ၾကီးက တိုက္တြန္းေျပာၾကားခဲ့သည္ဟု ေဖာ္ျပထားသည္။

ထို႔ျပင္ တ႐ုတ္ႏိုင္ငံသည္ ကုလသမဂၢ၏ ၾကံဆခ်က္မ်ားကို ေထာက္ခံေၾကာင္းႏွင့္ အထူးသံတမန္ အီဘရာဟင္ဂမ္ဘာရီကို လိုအပ္ေသာ ေထာက္ပံ့ကူညီမႈမ်ား ေပးအပ္ရန္ အသင့္ရွိေၾကာင္းလည္း သံအမတ္ၾကီး မစၥတာကၽြမ္းမူက ေျပာၾကားခဲ့သည္။

သို႔ေသာ္ စစ္အစိုးရအၾကီးအကဲ ဗိုလ္ခ်ဳပ္မႉးၾကီးသန္းေရႊ၏ ေနာက္ထပ္ ႐ုပ္ေသး႐ုပ္ တ႐ုပ္မွ်သာျဖစ္ေသာ ႏိုင္ငံျခားေရးဝန္ၾကီး ဦးဉာဏ္ဝင္းက ဂမ္ဘာရီ၊ ဦးေအာင္ၾကည္ႏွင့္ ေဒၚေအာင္ဆန္းစုၾကည္တုိ႔ သံုးပြင့္ဆိုင္ ေတြ႔ဆံုခြင့္ေပးေရး ေမတၱာရပ္ခံခ်က္ကို မျဖစ္ႏိုင္ေၾကာင္း ေျပာဆိုျငင္းပယ္ခဲ့ၿပီး၊ စစ္အစိုးရ အငယ္တန္း တာဝန္ရွိသူ အရာရွိမ်ားႏွင့္ ေတြ႔ဆံုခြင့္ရေရးကိစၥကိုမူ အာမခံခဲ့သည္။

ထို႔ျပင္ မစၥတာဂမ္ဘာရီကို ျမန္မာႏိုင္ငံတြင္းသို႔ အၾကိမ္ၾကိမ္ ဝင္ေရာက္ခြင့္ဗီဇာကို စစ္အစိုးရကို ခြင့္မျပဳႏိုင္ေၾကာင္းႏွင့္ ရန္ကုန္ၿမိဳ႕တြင္ ဆက္သြယ္ေရး႐ံုးတ႐ံုး ဖြင့္လွစ္ခြင့္လည္း မေပးႏိုင္ေၾကာင္း ဦးဉာဏ္ဝင္းက မစၥတာကၽြမ္းမူႏွင့္ ေတြ႔ဆံုရာတြင္ ေျပာၾကားခဲ့သည္။

သို႔ေသာ္ တ႐ုတ္ႏိုင္ငံ၏ သေဘာထားကို ကိုယ္စားျပဳသူ တ႐ုတ္သံအမတ္ၾကီး မစၥတာကၽြမ္းမူကမူ တ႐ုတ္ႏိုင္ငံအေနျဖင့္ ျမန္မာ့အေျခအေနကို နားလည္ သေဘာေပါက္ပါေၾကာင္းႏွင့္ စစ္အစိုးရက စီစဥ္ထားေသာ လမ္းျပေျမပံုကို ႏိုင္ငံတကာ အသိုင္းအဝိုင္း အထူးသျဖင့္ ရန္ကုန္ၿမိဳ႕ရွိ သံတမန္အသိုင္းအဝိုင္း နားလည္ သေဘာေပါက္ေစရန္ မိမိတို႔၏ အရွိန္အဝါၾသဇာကို အသံုးျပဳေျပာၾကားေပးပါမည္ဟု မစၥတာကၽြမ္းမူက ဦးဉာဏ္ဝင္းကို ေျပာၾကားခဲ့သည္ဟု ဆိုသည္။

တ႐ုတ္ႏိုင္ငံအေနျဖင့္ တည္ၿငိမ္ေသာ ျမန္မာႏိုင္ငံကို ျမင္ေတြ႔လိုေသာ္လည္း မၾကာေသးခင္ ရက္မ်ားအတြင္း စစ္အစိုးရအေပၚ ၾသဇာမရွိျဖစ္ခဲ့ရသည္ဟု ဦးျမေမာင္က ေျပာသည္။ ေၾကာက္မက္ဖြယ္ေကာင္းလွေသာ နာဂစ္ဆိုင္ကလံုး မုန္တိုင္းအေပၚ တံု႔ျပန္မႈကိစၥအပါအဝင္ ကိစၥေတာ္ေတာ္မ်ားမ်ားတြင္ ထိုသို႔ ဗိုလ္ခ်ဳပ္မႉးၾကီးသန္းေရႊ ေခါင္းေဆာင္သည့္ စစ္အစိုးရအေပၚ မိမိတို႔၏ ၾသဇာအရွိန္အဝါကို သံုးစြဲရာတြင္ မေအာင္မျမင္ ျဖစ္ခဲ့ရသည္ဟု ဆိုသည္။

“ဒါဟာ ျမန္မာစစ္ေခါင္းေဆာင္ေတြအေပၚ ၾသဇာအရွိန္အဝါ အမ်ားၾကီးရွိတဲ့ တ႐ုတ္ႏိုင္ငံေတာင္မွ ဗိုလ္ခ်ဳပ္ၾကီးေတြနဲ႔ ဆက္ဆံရာမွာ ခက္ခဲက်ပ္တည္းလာေနၿပီ ဆိုတာကို ျပတဲ့ လကၡဏာတရပ္ပဲ။ သူတို႔အေနနဲ႔လည္း သူတို႔အက်ဳိးစီးပြားအတြက္ ျပန္ၿပီး စဥ္းစားရေတာ့မယ့္ အေျခအေနျဖစ္လာေနၿပီ” ဟု ဦးျမေမာင္က နိဂံုးခ်ဳပ္ ေျပာၾကားသြားသည္။

Barack Hussein Obama II (pronounced /bəˈrɑːk hʊˈseɪn oʊˈbɑːmə/; born August 4, 1961) is the forty-fourth and current President of the United States of America. He is the first African American to hold the office. Obama was the junior United States Senator from Illinois from January 3, 2005 until his resignation on November 16, 2008, following his election to the presidency. He was sworn in as President on January 20, 2009 in an inaugural ceremony at the U.S. Capitol.

Obama is a graduate of Columbia University and Harvard Law School, where he was the first African-American president of the Harvard Law Review. He worked as a community organizer, and practiced as a civil rights attorney in Chicago before serving three terms in the Illinois Senate from 1997 to 2004. He also taught Constitutional Law at the University of Chicago Law School from 1992 to 2004. Following an unsuccessful bid for a seat in the U.S. House of Representatives in 2000, Obama was elected to the Senate in November 2004. Obama delivered the keynote address at the Democratic National Convention in July 2004.

As a member of the Democratic minority in the 109th Congress, Obama helped create legislation to control conventional weapons and to promote greater public accountability in the use of federal funds. He also made official trips to Eastern Europe, the Middle East, and Africa. During the 110th Congress, he helped create legislation regarding lobbying and electoral fraud, climate change, nuclear terrorism, and care for U.S. military personnel returning from combat assignments in Iraq and Afghanistan.
