ကုလသမဂၢမွ ျမန္မာႏိုင္ငံႏွင့္ပတ္သက္၍ ႏုိင္ငံေရးပါတီမ်ားႏွင့္ စစ္အစုိးရအၾကား ႏိုင္ငံေရးေစ့စပ္ေဆြးေႏြး အေျဖရွာရန္ အထူးကိုယ္စားလွယ္ႏွင့္ လူ႔အခြင့္အေရးခ်ဳိးေဖာက္မႈရပ္ဆိုင္းရန္ လူ႔အခြင့္အေရးကုိယ္စားလွယ္ ကို အႀကိမ္ႀကိမ္ေစလႊတ္ခဲ့ေသာ္လည္း ဘာတခုမွ် မေျဖရွင္းႏုိင္ဘဲျဖစ္ေနသည္။ ထိုသို႔ျဖစ္ရသည္မွာ ကုလသမဂၢတြင္ စစ္အစိုးရကိုယ္စားလွယ္ကရွိေန၍ ျမန္မာ့ျပႆနာမ်ားကို တဖက္သတ္ေျဖရွင္းေနျခင္း သာျဖစ္သည္။ ၁၉၉ဝ ျပည့္ႏွစ္ အေထြေထြေရြးေကာက္ပြဲမွ ျပည္သူတုိ႔က ေရြးခ်ယ္တင္ေျမႇာက္လိုက္ေသာ ျပည္သူ႔ကိုယ္စားလွယ္မ်ား အစိုးရတရပ္ကသာ ကုလသမဂၢတြင္ တရားဝင္ကိုယ္စားလွယ္ အျဖစ္ရွိေနပါက ျမန္မာ့ျပႆနာကို ကမၻာ့ေခါင္းေဆာင္မ်ားၾကားတြင္ တင္ျပေခ်ပႏိုင္မည္ျဖစ္သည္။
ကုလသမဂၢတြင္ ျမန္မာသံအမတ္ကို ဖယ္ရွားရန္ ၁၉၉၄ ခုႏွစ္ကာလမ်ားတြင္ ေတာ္လွန္ေရးေခါင္းေဆာင္မ်ားတို႔က တိုင္ပင္ေဆြးေႏြးခဲ့ဖူးပါသည္။ ယင္းအခ်ိန္တြင္ ျမန္မာ့ႏိုင္ငံေရး အခင္းအ က်င္းကိုၾကည့္လွ်င္ မိမိတို႔ဘက္က အေရးနိမ့္မည္ဟု ယူဆေနၾကပါသည္။
အဘယ့္ေၾကာင့္ ဆိုေသာ္ ျပည္သူလူထုမွ ေရြးေကာက္တင္ေျမႇာက္ျခင္းခံထားရေသာ ျပည္သူ႔ကိုယ္စားလွယ္မ်ားသည္ ႏိုင္ငံေရးျပႆနာကို စစ္အစိုးရ က်င္းပေသာ အမ်ဳိးသားညီလာခံတြင္ ရွင္းႏိုင္မည္ဟု ယံုၾကည္ၾကသျဖင့္ အမ်ဳိးသားညီလာခံသို႔ အမ်ဳိးသားဒီမုိကေရစီအဖြဲ႕ခ်ဳပ္ (အန္အယ္လ္ဒီ) ကိုယ္စားလွယ္မ်ား၊ ရွမ္းတုိင္းရင္းသားမ်ားဒီမုိကေရစီအဖြဲ႕ခ်ဳပ္ (အက္စ္အန္အယ္လ္ဒီ) ကိုယ္စားလွယ္မ်ားႏွင့္ တသီးပုဂၢလအမတ္မ်ား တက္ေရာက္ၾကၿပီး အေျခခံဥပေဒေရးဆြဲရန္ ေဆြးေႏြးေနၾကျခင္း၊ တိုင္းရင္းသား လက္နက္ကိုင္အဖြဲ႕မ်ား တဖြဲ႕ၿပီးတဖြဲ႕ ၿငိမ္းခ်မ္းေရး ယူေနသည့္အခ်ိန္ျဖစ္၍ ကမၻာ့ေခါင္းေဆာင္မ်ား အေျခ အေနအရပ္ရပ္ကို ေစာင့္ၾကည့္ေနသည့္ ၾကားကာလျဖစ္၍ ယင္းအခ်ိန္တြင္ Credential Challenge ေလွ်ာက္လႊာတင္လွ်င္ ေထာက္ခံၾကမည္ မဟုတ္၍ ႐ႈံးနိမ့္မည္ဟု သံုးသပ္ပါသည္။
သို႔ရာတြင္ စစ္အစိုးရအမ်ဳိးသားညီလာခံၿပီးဆံုး၍ ၂ဝဝ၈ခုႏွစ္၊ ေမလ (၁ဝ) ရက္ေန႔တြင္ အေျခခံဥပေဒကို လူထုဆႏၵ (၉၂) ရာခုိင္ႏႈန္းျဖင့္ အတည္ျပဳခဲ့ၿပီျဖစ္ေသာေၾကာင့္ ၂ဝ၁ဝ ျပည့္ႏွစ္တြင္ ေရြးေကာက္ပြဲက်င္းပ၍ လႊတ္ေတာ္ေခၚယူၿပီး အစိုးရတရပ္ဖြဲ႕မည္ဟု စစ္အစိုးရ ေၾကညာထားခဲ့ၿပီးျဖစ္သည္။ စစ္အစိုးရ၏ အေျခခံ ဥပေဒႏွင့္ ေရြးေကာက္ပြဲသည္ တရားမဝင္ေၾကာင္း တိုက္ပြဲဝင္ရန္ ၁၉၉ဝ ျပည့္ႏွစ္ လူထုမွ ေရြးေကာက္ တင္ေျမႇာက္ထားေသာ ျပည္သူ႔ကိုယ္စားလွယ္မ်ားကို ျပည္ေထာင္စုျမန္မာႏုိင္ငံ အမ်ဳိးသား ေကာင္စီ (အန္စီယူဘီ) က ေတာင္းဆို၍ ကမၻာ့ဥပေဒပညာရွင္ (၉) ေယာက္၏ အကူအညီကို ရယူကာ CC ကိစၥကို ေဆာင္ရြက္ေနျခင္းျဖစ္သည္။
CC ေလွ်ာက္လႊာကို ကုလသမဂၢသို႔ တင္သြင္းႏိုင္ရန္ ႏိုင္ငံတႏိုင္ငံကျဖစ္ေစ (သို႔မဟုတ္) စင္ၿပိဳင္အစိုးရက ျဖစ္ေစ ကုလသမဂၢမွ CC ေကာ္မတီသို႔ တင္သြင္းရပါသည္။ အန္စီယူဘီက ေလွ်ာက္လႊာတင္ႏိုင္ရန္ မိတ္ေဆြႏိုင္ငံတခုကို ရွာရာတြင္ အခက္အခဲမရွိရရွိပါသည္။ သို႔ေသာ္ ကမၻာ့ႏိုင္ငံႀကီးႏွစ္ႏိုင္ငံမွ အႀကံျပဳခ်က္ အရ စင္ၿပိဳင္အစိုးရအေနျဖင့္သာ ေလွ်ာက္လႊာတင္ပါ။ သူတို႔အျပည့္အဝ ကူညီမည္ဟုဆိုသည္။ ႏိုင္ငံတခုမွ စင္ၿပိဳင္အစိုးရသို႔ လမ္းေၾကာင္းေျပာင္းသြားေသာေၾကာင့္ ျပည္ေထာင္စုျမန္မာႏုိင္ငံ အမ်ဳိး သားၫြန္႔ေပါင္းအစုိးရ (အန္စီဂ်ီယူဘီ) မွ ဝန္ႀကီးခ်ဳပ္ ေဒါက္တာစိန္ဝင္း လက္မွတ္ေရးထိုးရန္ အန္စီယူဘီ၏ ဥကၠ႒ ဗိုလ္ခ်ဳပ္ႀကီး တာမလာေဘာက စာေရး အေၾကာင္းၾကားခဲ့ပါသည္။

ကုလသမဂၢ ဥပေဒေရးရာေကာင္စီ မွ ျပည္သူ႔လႊတ္ေတာ္ကုိယ္စားလွယ္မ်ား အဖြဲ႕ (MPU) ဒု-ဥကၠ႒ ေဒၚစန္းစန္းတင္သြင္းေသာ ေလွ်ာက္လႊာသည္ ကုလသမဂၢအေထြေထြညီလာခံလုပ္ထံုးလုပ္ နည္းဥပေဒအပိုဒ္ (၂၇/၂၉) လုပ္ထံုးလုပ္နည္းႏွင့္ကိုက္ညီမႈမရွိ၍ CC ေကာ္မတီ သို႔ တင္သြင္းခြင့္မရွိေၾကာင္း ေဒၚစန္းစန္းသို႔ (၁၄၊ ၉၊ ဝ၈) တြင္ ျပန္ၾကားခဲ့ပါသည္။ အပိုဒ္ (၂၇/၂၉) ၏ လုပ္ထံုးလုပ္နည္းအရ ႏုိင္ငံတႏုိင္ငံ၏ အႀကီးအကဲ (သို႔မဟုတ္) ႏုိင္ငံျခားဝန္ႀကီးကသာ လက္မွတ္ေရးထိုးၿပီး ေကာ္မတီသို႔ ဒီဇင္ဘာလ (၁၄) ရက္ မတိုင္မီတင္သြင္းရပါမည္။ ထို႔ေၾကာင့္ MPU က ေဒါက္တာစိန္ဝင္းအား လက္မွတ္ေရးထိုးရန္ အျပင္းအထန္ တိုက္တြန္းခဲ့ျပန္သည္။
ေဒါက္တာစိန္ဝင္းက ျငင္းဆန္ေန သျဖင့္ Conference မွသာေျဖရွင္းႏိုင္မည္ ျဖစ္၍ MPU မ်ား Conference ကို ၂ဝဝ၈ ခုႏွစ္ ႏိုဝင္ဘာလေနာက္ဆံုးအပတ္တြင္ အေမရိကန္ႏိုင္ငံ၌ က်င္းပေပးရန္ MPU က အန္စီဂ်ီယူဘီကို တိုက္တြန္းခဲ့ေသာ္လည္း ၎တို႔ ေန႔ေရႊ႕ညေရႊ႕ လုပ္ေနခဲ့သည္။ ပထမဦးဆံုး ေငြေၾကး ျပႆနာ အေၾကာင္းျပသည္ကို ေငြေၾကးႏွင့္ပတ္သက္၍ MPU က တာဝန္ယူပါမည္။ Conferenceကိုသာ အျမန္ဆံုး က်င္းပလိုသည္။
MP မ်ား၏ Conference သည္ CC ႏွင့္ပတ္သက္ေနသည့္အတြက္ အခ်ိန္မီရန္ အန္စီဂ်ီယူဘီႏွင့္ MPU တို႔ (၆၊ ၁၁၊ ဝ၈) တြင္ Skype ျဖင့္ အျပန္အလွန္ ေဆြးေႏြးၾကေသာ္လည္း ေက်လည္မႈ မရခဲ့ေပ။ Conferenceကို MP အမ်ားဆံုးေနထိုင္ေသာ အေမရိကန္ႏိုင္ငံတြင္ က်င္းပရန္ေတာင္းဆိုခဲ့သည္ကိုလည္း အန္စီဂ်ီယူဘီ ဝန္ႀကီးမ်ားက ျငင္းဆန္ၿပီး အကယ္၍ အေမရိကန္တြင္ Conference က်င္းပပါက ၎ဝန္ႀကီးမ်ား တက္ေရာက္မည္မဟုတ္ဟု MPU သို႔ ျပတ္သားစြာ အေျဖေပးခဲ့သည္။ ေနာက္ဆံုးအဆင့္အေနျဖင့္ စည္းလံုးညီၫြတ္မႈကို ေရွး႐ႈၿပီး အန္စီဂ်ီယူဘီ၏ဆႏၵသေဘာထားအတိုင္း ေနာင္လာမည့္ႏွစ္ သကၠရာဇ္ ၂ဝဝ၉ ခုႏွစ္ ဇန္နဝါရီလ ေနာက္ဆံုးအပတ္တြင္ အိုင္ယာလန္ႏိုင္ငံ၊ ဒပ္ဗလင္ၿမိဳ႕၌ က်င္းပမည္ကို သေဘာတူ ဆံုးျဖတ္ခဲ့ၾကသည္။
ျပည္ေထာင္စုျမန္မာႏိုင္ငံအမ်ဳိးသားၫြန္႔ေပါင္းအစိုးရ၏ အျမင္ယူဆခ်က္မွာ CC ကို ကုလသမဂၢသုိ႔တင္လွ်င္ ေအာင္ျမင္ႏိုင္ေျခမရွိသည့္အျပင္ လက္ရွိ မိမိတို႔ ၏ ရရွိထားေသာ အေျခအေနပါ ယိုယြင္း ပ်က္စီးသြားႏိုင္သည္။ ၎တို႔ယံုၾကည္ခ်က္အတုိင္း ေတြ႕ဆံုေဆြးေႏြးေရး၊ လူထုလႈပ္ရွားမႈျဖစ္ေရးကုိသာ ဦးစားေပးမည္။ အမ္ပီယူ၏ယူဆခ်က္မွာ ေၾကညာခ်က္ထုတ္၊ ျပည္ပအသံလႊင့္ဌာနမ်ားႏွင့္ အင္တာဗ်ဴးလုပ္ခဲ့သည္မွာ အခ်ိန္ကုန္ လူပန္းလြန္းေနၿပီ၊ လက္ေတြ႕က်သည့္ ႏုိင္ငံေရးထိုးႏွက္ခ်က္ရွိမွသာ နအဖ အစိုးရအေျပာင္းအလဲလုပ္လာႏိုင္မည္။ လူထုလႈပ္ရွားမႈႏွင့္ပတ္သက္၍ ျဖစ္ႏုိင္ မျဖစ္ႏိုင္ စဥ္းစားရာမွာ လူထုလႈပ္ရွားမႈျဖစ္ရန္ ခက္ခဲလြန္းသည္။ ေရႊဝါေရာင္ေတာ္လွန္ေရးကို ျပန္သံုးသပ္လွ်င္ ၈၈ မ်ဳိးဆက္ႏွင့္ အသွ်င္ဂမၻီရလိုေခါင္းေဆာင္မ်ား ဦးေဆာင္လႈပ္ရွားမႈေၾကာင့္ျဖစ္သည္။

နအဖကုိယ္စားလွယ္ကို ကုလသမဂၢမွ ဖယ္ရွားရန္ ေနာက္ေတာင္က်ေနၿပီဟု ဆိုသူမ်ားရွိသကဲ့သို႔ ျမန္မာ့ႏိုင္ငံေရးအခင္းအက်င္းကိုၾကည့္ၿပီး အခ်ိန္ကိုက္ဆို သူမ်ားလည္းရွိသည္။ ၫြန္႔ေပါင္းအစိုးရက ဒီအဆိုျပဳခ်က္ကို ျငင္းဆိုေနသည္မွာ ျမန္မာ့ႏိုင္ငံေရးတြင္ အလြန္အက်ည္းတန္လွပါသည္ဟု ေဝဖန္သံုးသပ္သူမ်ား ျပားပါသည္။ CC ကို တင္သြင္းလိုက္ျခင္းေၾကာင့္ ၁၉၉ဝ ျပည့္ႏွစ္ အေထြေထြေရြး ေကာက္ပြဲမွ ေရြးခ်ယ္တင္ေျမႇာက္ျခင္းခံရေသာ ျပည္သူ႔ကိုယ္စားလွယ္မ်ားသည္ တရားဝင္ေၾကာင္း၊ ကမၻာ့ေခါင္းေဆာင္မ်ားၾကားတြင္ က်ားကန္ေပးသည္ႏွင့္တူသည္။ စစ္အစိုးရက်င္းပေသာ ၂ဝ၁ဝ ေရြးေကာက္ပြဲသည္ တရားမဝင္ေၾကာင္း ကုလသမဂၢေခါင္းေဆာင္မ်ားၾကားတြင္ က်ယ္ျပန္႔ေသာ အျငင္းပြားမႈကို ျဖစ္ေစပါသည္။ အေထြေထြအတြင္းေရးမႉးခ်ဳပ္ ဘန္ကီမြန္းအတြက္ နအဖကို တြန္းထိုးရာတြင္ အသံုးျပဳႏိုင္မည့္ တုတ္တေခ်ာင္း ရလိုက္သည္ႏွင့္တူသည္။ ကုလသမဂၢမွ အျငင္းပြားမႈေပါက္ကြဲသံ ဂယက္ေၾကာင့္ စစ္အစိုးရအုပ္ခ်ဳပ္ေသာ ယႏၲရားကို မုခ်သြားေရာက္ထိခိုက္ေပလိမ့္မည္။
